Problems and suggestions of grassland local legislation in China

Despite abundant local grassland legislation in China, discrepancies remain between current legislation and the requirements of ecological civilization construction. Through literature and comparative research, this article conducts an in-depth analysis of the problems in grassland local legislation, and finds numerous problems, such as repeated legislation, ultra vires legislation, the function of filling legislation which has not been fully implemented, slow legislative progress, and vague legislative authority. It is urgent to further clarify the scope between general local legislative power and national autonomy legislative power by revising the Grassland Law, issuing supporting regulations authorized by the Grassland Law, adhering to scientific legislation, democratic legislation, and legislation according to law, and to further promote the standardization of grassland local legislation in China.
